Gets the milliseconds constituent (between 0 and 999) of the current DateTime value.

Exceptions
ExceptionDescription
System.NullReferenceExceptionThrown when the SmartDate is empty (as determined by when IsEmpty returns True).
System.ArgumentOutOfRangeExceptionThrown when the Millisecond is set to a value outside of its legal range (between 0 and 999).
