ValueDirtiedEventArgs Constructor(Object,ValueDirtiedAction)

Creates an instance of the ValueDirtiedEventArgs in anticipation of it being thrown by the _CALCMANAGER_.ValueDirtied event when a value becomes dirtied within the calculation network.
