Gets a pen to outline shapes.

A PaintElement to be used

Return Value

A pen used to outline shapes.

Remarks

The characteristics of the GDI+ Pen returned (its color, opacity, thickness) are based on the provided PaintElement instance.

The pen returned will produce a solid line.
