This property should be used only for
WebHierarchicalDataGrid control. Indicates whether an empty row island should be created for a child band that does not have any rows. The row island and the expansion indicator are not visible on the client until a row is added to it via JavaScript. The empty row island is only present on the client if the
WebHierarchicalDataGrid is bound to the level that the row island is on.
