HiddenResolved Property (UltraGridEmptyMessageRow)

This will always return false for an UltraGridEmptyMessageRow. This row will not be created unless there are no rows in the data source or unless all rows have been filtered out. Under these conditions, we always want to return false so that the PositionChildElements method of RowColRegionIntersectionUIElement will show it.
