GetIsConnectorLineTarget Method

Gets the value of the 'IsConnectorLineTarget' attached property which is used to identify the element within the visual tree of the LabelPresenter and/or the FieldLayoutGroupByInfo DataTemplate where the connector lines will be drawn to or from.
