Provides access to the one and only Container for Templates. This Control is used as a collection manager for all templates created for objects that are not part of the control tree. In order to be more light weight, many collection objects do not inherit from WebControl and do not get added to the control tree. Therefore, they need a place to store templates so that they are contained in the control tree. The TemplateContainerControl is the place where they are maintained.
