Gets sets secondary value.

Remarks

Notes:

That property has effect only if EnableSecondaryValue is set to true.

The type of object returned by the get of this property is defined by the ValueType.

If value is not set or it is larger than MaxValue, then at run time the MaxValue is used automatically.

If value is smaller than MinValue, then the MinValue is used.
