Parameters

oGauge

a sub gauge in the WinGauge

oScale

a scale in oGauge

oMarker

a marker in oScale

oValue

oGauge, oScale, oMarker all need to be unique string keys or Int16 indexes for their appropriate collections. They all must be visible.
