Panning inertia refers to the deceleration in scrolling speed that occurs after the user loses contact with the touch surface.
NOTE that the magnitude of this value is driver-dependent. The sign of the value, which represents the direction of movement, is always negative when scrolling toward the right (viewport moves toward the left), and positive when scrolling toward the left (viewport moves toward the right).
