Gets or sets the starting color of the numeric gauge tool track.

The starting track color is determined by the following, in order of precedence: 1) The NumericGaugeToolTrackColor1 of the ToolSettings for the RadialMenuNumericGaugeTool. 2) The NumericGaugeToolTrackColor1 of the ToolSettings for the UltraRadialMenu and / or AppStylist.
