By default, all the customization features of the WinToolbarsManager™ are enabled. The end-user of the application has free reign to add, delete and reposition tools or create and remove toolbars. They can also re-arrange any existing toolbars in whatever way they want.
Sometimes you may want to prevent the user from adding or removing tools from the toolbars. You may also want to prevent them from docking the toolbars or hiding them.
The following is a list of properties of the ToolbarSettings object that control what a user can and can’t do to the toolbar at run-time. These properties are all set to True by default.
AllowCustomize - This setting determines whether the end user can manipulate the tools on the toolbar via the runtime customizer. This setting has no effect on the user’s ability to dock, float or re-arrange toolbars.

AllowDockBottom , AllowDockTop , AllowDockRight , AllowDockLeft - These settings specify the areas where toolbars may be docked. To confine toolbars to a specific area, simply set the corresponding "AllowDock" properties to True and the other ones to False. For example, If you wanted to have toolbars that could only be docked at the top or bottom of the form (horizontal orientation only) you would set AllowDockLeft and AllowDockRight to False.

AllowHiding - This setting determines whether the toolbar may be hidden (closed.) When set to False, the user will have no way to remove a toolbar from the application.
